Issues: Counterfeiting of medical products threaten public health and the integrity of health systems at the global level. Counterfeiting is a global phenomenon and its scale increases significantly every year. The development of technologies at all stages of the supply chain increases the criminals’ ability to produce, transport and deliver dangerous counterfeit medical products to customers, who do not realize this is a counterfeit product. This important issue requires the international response and is the subject of the Council of Europe Convention on the counterfeiting of medical products and similar crimes involving threats to public health (Medicrime Convention). It was signed in Moscow in 2011. Currently, it has been signed by 28 countries and ratified by 14 countries including the Russian Federation.

The game objective is to attract the attention of young people to the problems of illicit trafficking in industrial products; creating environment for the generation of new ideas, approaches and methods aimed at solving the tasks in front of teams; increasing the level of knowledge and team work skills in the field of legislative and other legislative acts in the field of countering illicit trafficking in industrial products, as well as testing existing methods and methods of countering products in illicit trafficking.
Business game is a unique opportunity for participants to express their active position on counterfeit, substandard products, piracy, protection of intellectual property. Young people will be able to feel part of a team that defines the future of the EAEU countries.
Selection of participants: interview (in person or via Skype).
Composition: 3 teams of 10 persons (2 participants from each EAEU country).
Stages of game: tasks for solving specific cases on the situation in the field of countering illegal circulation of industrial products; Blitz Survey on the subject of a business game; contest of young experts «Find counterfeit!».
Master-class for participants: Blitz examination from the specialists of Commodity Science Department of the Russian Customs Academy.

The unified national system of digital labelling and products traceability in Russia is being built as a public-private partnership. The system enables developing of legal business, guarantees the authenticity and quality of products and protects citizens’ health. Russia will create a global system that has no analogues. It had been determined 10 groups of products that will become the pioneers in labelling by 2019. Labelling is a business initiative precisely because of illegal trafficking issue. Unfair competition makes impossible the development of legal business that creates jobs, pays wages and, consequently, supports the economy of the regions and the state. Labelling provides fundamental advantages to legal business and make illegal companies to face the choice of their future. During the session participants of the round table will discuss the main advantages and challenges of labelling.

The national product catalog is an essential part of the labelling system. The consolidated solution for the EAEU states will enable removal of unnecessary trade barriers and unification of all products’ information. As a result, this will significantly reduce the costs that all trading participants pay for products’ descriptions and compliance checks. The solution should contain reliable and verified information about all products in the markets and be integrated with the information resources in the EAEU countries. It should also store all permits and accompanying documents that are required, for example, for the sale of medical and animal products. For the EAEU that actively develops large-scale digital projects, the creation and launch of such a single catalog will be another step towards the digitalization of the economy. Beyond this, the national catalog is a real tool that blocks access to the market for illegal products of unscrupulous manufacturers and, therefore, contributes to the development of legal business.

Federal law #102-FZ of June 26, 2008 "On ensuring the uniformity of measurements" and sub-legal regulatory legal acts enable the protection of the rights and legitimate interests of citizens, society and the state from the negative consequences of unreliable measurement results, as well as in obtaining objective, reliable and comparable measurement results.
