Enabling environment for legal business. Civilized market is our reality

Issues: The development of the EAEU single economic area, increasing its stability and competitiveness is part of the priorities for the EAEU states. Achieving this objective requires the creation of enabling environment for legal business. It deals with the stability of the legal framework, the reduction of administrative barriers and control burden, a balanced tax and customs policy.
A special place is occupied by measures intended to reduce the illegal trafficking of industrial products. At the same time, the creation of a civilized market is impossible without the active role of the business community. What are the prospects and directions for further cooperation of the EAEU states and business in a civilized market?

Section 1 (Session I)

The economy of trust: digital labeling in the Russian Federation and EAEU as the baseline of transparent environment for business, government and consumers. «Российский опыт: что получит бизнес, государство и потребитель от введения маркировки»

Issues: According to the Higher School of Economics, the share of the gray market reached 9% or 2.5 trillion rubles in 2015. The markets of spirits, clothing and shoes are in the red zone. According to Rosstat, the turnover of illicit products in 2017 approaches 3 trillion rubles. Such a volume of counterfeit causes enormous damage to the country’s economy, legal business and public health. As a solution to problem, a unified national system of digital labelling and traceability for products is being created in Russia. Minpromtorg of Russia is the project coordinator. The system will increase market transparency and ensure the protection of citizens’ health and legal business.

Section 1 (Session II)

The economy of trust: digital labeling in the Russian Federation and EAEU as the baseline of transparent environment for business, government and consumers. «Unified product traceability system on the territory of the EAEU»

Issues: In the past few years, the EAEU states managed to take their relations with business to the new level of transparency and comfortability. This progresses in the process of implementing various digital projects and undoubtedly contributes to the «whitening» of the economy. The current trend in the world is track & trace projects (labelling and traceability of products). In the next 8-10 years the global market of such solutions is expected to grow actively and become the ground for the digital economy of the future. Nowadays, a concept of labelling system and a digital platform for the free movement of goods across the borders of the EAEU countries are being created. By the end of the year, Russia and Kazakhstan scheduled to start a joint pilot on the traceability for tobacco products. T & T is a global trend as a new traceability system improves business efficiency. How to develop an advanced traceability system in the EAEU so that the current decisions would take into account global trends? How to adapt the system for a wide range of users and expanse it to new product groups and countries? What do participants of discussion think about the architecture of a system and infrastructure of basic information resources? Participants of the panel session will give answers to these and other questions.

Section 4

Harmonization of tax legislation as an instrument to combat illicit trafficking of excise goods in the EAEU member states

Issues: One of the basic principles of the Eurasian Economic Union (EAEU) is the free movement of goods, services, capital and labor. The basic provisions of the Treaty on EAEU are designed to ensure the free movement of goods without the use of customs administration and additional fiscal burden; removal of barriers in the trade of states aimed at effective use of the advantages of the international division of labor. This objective can be achieved only on the baseline of laws and regulations harmonization, the creation of a single area in the field of tax, technical, sanitary and veterinary regulation. In this regard, the harmonization of legislation in the field of excisable goods regulation is a logical and proper approach. It will reduce illegal market and will create equal competitive conditions for manufacturers of all EAEU states.

Topics for discussion:

  1. What is the optimal scenario for the excise harmonization and how many years will it take to transform the economies of these countries into a new reality?
  2. Minimum rates, indicative corridor, single rate for all EAEU countries — what approach is preferable?
  3. Will the use of common approaches in excise policy on the territory of the EAEU allow growing free trade if residents of all countries have equal conditions for doing business?
  4. Can harmonization become a tool to combat illegal «overflows» of excisable goods?

International best practices designed to secure legality of the medicinal products supply chains (the issues of adoption of the Council of Europe MEDICRIME Convention in the territory of the EAEU). Counterfeit medical products, features and threats to public health

Issues: Counterfeiting of medical products threaten public health and the integrity of health systems at the global level. Counterfeiting is a global phenomenon and its scale increases significantly every year. The development of technologies at all stages of the supply chain increases the criminals’ ability to produce, transport and deliver dangerous counterfeit medical products to customers, who do not realize this is a counterfeit product. This important issue requires the international response and is the subject of the Council of Europe Convention on the counterfeiting of medical products and similar crimes involving threats to public health (Medicrime Convention). It was signed in Moscow in 2011. Currently, it has been signed by 28 countries and ratified by 14 countries including the Russian Federation.
