Federal law #102-FZ of June 26, 2008 "On ensuring the uniformity of measurements" and sub-legal regulatory legal acts enable the protection of the rights and legitimate interests of citizens, society and the state from the negative consequences of unreliable measurement results, as well as in obtaining objective, reliable and comparable measurement results. However, there are a number of problematic issues concerning dumping in the Russian market by a number of international and domestic manufacturers of measuring instruments through the supply of counterfeit goods, which significantly affects the interests of a bona fide domestic manufacturer and consumers of measuring instruments.

At the round table «Development of state regulation in the field of production of measuring equipment aimed at protecting domestic manufacturers» the following key issues will be discussed:

• activities of the International Organization of Legal Metrology (OIML) and the scope of legislative regulation, including state metrological supervision;
• prospects for the development of OIML documents for evaluating measuring instruments for compliance with an approved type, as measures to address the problem of protecting the Russian market from counterfeit measuring equipment;
• Rosstandard’s new authority to implement industrial policy on measuring equipment;
• Current issues of import substitution of measuring equipment;
• The current state and ways to improve the regulatory framework aimed at protecting domestic manufacturers of measuring instruments;
• Criteria and identification signs of domestic manufacturers of measuring instruments;
• The creation of a mechanism to ensure the identification of measuring
